They might not be directly changeable with TF2Items configs, but you can easily hook what you want in a plugin and just alter it, depending what you wanted to do.

Something this large takes a lot of work to complete. The plugin was finally updated after being about a month behind my dev version. As such, I only have myself, my laptop, and bots to test things with, so everything is still very "in progress", and I can't test everything with 2 clients...
