Don't know if it was removed or not, but there used to be /sm to self mute players for those who were too incapable to use the in game mute menu which has muted in text chat since 2014. Due to TF2 being TF2, your clients may be goofed.
That means the backend part is down which saves all of these events. Ben is moving the server which hosts the TFS stuff so it's likely down due to that.
This doesn't make sense for a few reasons.
A) Bad inline model number is due to a map problem, when static content (decals) is on dynamic brush entities like doors and platforms etc.
Hence
B) Extracting from an archive would do nothing as the server's map needs the brush fix, not your local one...
I'm assuming you're talking about TF2 here. In which case, the game's engine is hard locked at 66 ticks, and that limit cannot be raised. Those "100 tick" TF2 servers are not 100 tick.
