Completed DR - Remove phrase cooldown

I would like to have (or hear if you prefer) the class phrases with no cooldown (or lowered cooldown), just to make phrase funny like:

"The medic is a heavy the heavy is the demoman the demoman is the enginner need dispenser here" or something like that.

Yeah... thats it... im not sure if this was suggested before or not.

EDIT: Added "Or Lowered cooldown"

This is actually problematic since it can cause the server to crash

I don’t see the point in allowing annoying spam at all “for fun” because I’m not fun

I mean, not like 0 cooldown, but less cooldown to allow this type of phrases without spam.

No haha, in no way is that suggestion horrible. You thought it would maybe be fun and I guess the grand majority disagrees.
