I think to incentivize team balance, we should add a class limit for SZF
Since some of us SZF players know that team balance is good for survivors, as it makes sure weapon pick ups are not wasted and also that there aren't more than 10 random and useless scouts that won't have any weapons and are easy prey for zombies, and if they make it to the end, will most likely die quickly.
Having 10 useless scouts that would at best probably have a bonk or pistol and clog up the team with filler and eventually end up as zombies is frustrating, and since there's no direct tip telling you to have some team balance, They end up stealing hp kits from higher classes who need them. and usually never attempt to save because they're too weak or cowardly, and seem to only exist to just speedrun the entire. I think a class limit for SZF wouldn't hurt the gamemode as a QOL feature that helps polish the gamemode.
Keep in mind this only applies to the Survivors, and may be proportional to the size of the server
For example if there's 8 players limit for scout is 2, for 16 players the limit for scout, soldier and some other classes is 3, If there's 24 players, limit for scout and soldier is 4 for 32 players, limit is 5 for scouts and 5 for soldiers, so on so forth, and may be applied to other classes
However I think you can implement this another way
