That's not how it works. It's not related to movements or inputs.
It's likely unconfigured for the map, and using default values.
Spectators only get checked when the server is almost full.

You might be able to achieve most of it through TF2Items configs, which is easy enough for most normal plebs. I don't remember what stats on weapons used to be like, can't imagine much would need to be plugin forced.
That said, I have no interest in doing this myself.
Being a toxic, detrimental presence that no one wants around anymore. Disregard hacking, no one wants to have to deal with your attitude or suspicious manner. The reason is "we just dont want you here anymore". Its a unanimous decision by all admins.
I doubt much has changed.
MAC addresses are easier to change than an IP or Steam ID. Also they are not obtainable through SourceMod. It's not at a hardware level.
I think what you're looking for is calling admin, or psay. Use @message in the team chat to message admins on the server privately.
Me and Buster brainstormed a new concept for an AFK mechanic, which I started writing last night.
We only intended it to be active when the server was almost full though, due to the controversy that surrounds AFK managing plugins.

Writing plugins and gamemodes.
The game itself doesn't give me much enjoyment nowadays. Most of my old friends I used to play with have since stopped, and Valve killed off the old pubs, that we used to frequent almost daily.
The only puzzling part I see for this is knowing when the race is 'completed'. Though I assume that bhop maps have areas on them, or 'zones' as I hear the term being tossed about, that determine checkpoints or something. So I assume the maps/plugin itself has natives for knowing where a goal...
Personally I hate playing against engineers because I find they just slow the pace of the game down, and make it very stale. That's more of a mechanic issue.
Being one myself and angering people in pubs, good pyros are really annoying to play against, especially if you're a projectile class.
Alias a certain key that you press semi often to status, along with whatever it does already. E to "voicemenu 00; status" if you call medic a fair amount.
