Basically what he's saying is we all pull out a card from a "hat" or something and depending on who's name was on the card, the drawer has to act like the person who's name was drawn (i.e. I pull out a card that says "Delta" and I have to act like an idiot).
Personally, I don't have any problems with the storebot. It didn't give me a grey screen but it gave me a good suck n' fuck for 500 credits. I'd say you have to restart TF2 in order for MotD's to pop up correctly or to wait for player inventories to load properly.

If an admin is giving merely a 10 minute mute for calling an admin out then they are definitely too lenient. I usually go with about a 12 hour to a day silence or just a solid ban for such things.

It's a spray ban. It's how inappropriate and unruly sprays are dealt with. An actual harsh punishment would be banning your account instead of blocking the spray.
