Guards must stay in armory at all times during hunger games and yes that includes the warden as well. It is not armory camping since it is hunger games.

I assume you mean if they break rules than yes demos do matter since they provide evidence which back up your report. Without evidence, nothing can be accomplished. Even admins record demos especially with hackers to justify that they were hacking.

Yes it is against the rules. If someone is doing it on purpose nonstop, please record a demo to report the player. Ammo glitching is a large offense which can end up in you getting banned.
