It's ammo glitching. Reds cannot have ammo in the start of the game in Jailbreak. If you do see a prisoner with ammo, you have to ask them to rejoin the server or kick them.

Not to be rude but, nothing in the rules state that the red must the finish obby or deathrun to get the lr. The rules state "Warden can ask the last prisoner to finish the game they are playing to get their "Last Request"..." EDITED: I made a mistake. I needed to read closer.
