Hey i recently played x-1 but much people are bored of cp_orange so there are very few people and i think it would be nice to add more classic tf2 maps like dustbowl, gorge, 2fort, turbine, deegrootkeep , goldrush, hoodoo , badwater, or much like this you know what i mean. The second thing is to make some weapon changes becouse sometimes the changed stats are not quite negative like sandman still slows down enemies but it should give them disciplinary action i think? The third is about maybe remove the second server and make the first bigger because when someone wants to play x-1 they must choose one of 2 servers so there are 2 servers but with like 4 people. it should be cool if combine these two server into one bigger and last thing maybe add bots when there are less than 10 people and give them random loadouts so they will not be predictable

"very few people" - if there is a significant playerbase which would like to have that, I'd be willing to give it a shot.

the configs are quite old, so some effects are broken, others are inaccurate to their current stats, and there are further issues. fixing them is on my todo list, but it's quite far down as there are more pressing issues for me to handle.

Removing a region is unlikely to do anything - players join fuller servers, not lower ping.

add bots when there are less than 10 people and give them random loadouts

setting the quota to 10 might be a bit too high - means it'll require 10 players to entirely remove bots. I've had some complaints that even 6 is a bit too much as some just want to goof around and bots ruin the experience.
Random loadouts - in theory would be possible, but would have to check for bugs if adding such a feature.
