It’s generally a suggestion. If the warden leaves, the other guards must stay with him unless the warden specifies otherwise, which would lead a majority of the reds to rebel. I generally don’t leave the reds unless I absolutely have to, leading me to keep a pretty organized and fun game going. So yeah, It’s just a recommendation but it’s a very good recommendation.
This will ruin the whole point of rebelling. If warden leaves reds unattend, it's his fault. Also, I want to rebell! I don't want some smelly warden in my face telling me what to do. This isn't a rule because the problems it can start.
