Completed [VSH] Add ping limiter and AFK Manager in VSH servers

Laggy Hales are annoying, especially when they hit and kill you at the spot you were standing at half a second ago.
AFK'ers are just as annoying. They're not helping but occupying the slot and increasing Hale's HP, making the fight slightly harder for no reason.

Other than that, please expand the list of rules, it seems incomplete to me.

(I have only played on Sky High Resort VSH server, so I'm not sure if any other BLW VSH servers need improvements.)

I could see the point of an AFK manager, but not really the ping limit.
I heard some people use VPNs, adding to their ping, and some people go to the most active VSH server, since the one in their region is dead. I personally do that at times.

I do believe he wants a ping limiter because laggy Hales usually tend to have a uncommonly huge melee attack range thanks to lag compensation, and that, for many players, makes the match totally unfair.
