Completed update pz steel and frontier

Many players have been complaining how these two maps are broken cause in frontier all the player clip is gone and players can eaisly get to the skybox and steel has an FPS issue due to no areaportals being present. I fixed frontier but steel will take awhile and I apologise to anybody who played these broken maps.

Okay removed pz steel and replaced with cp_steel again. Updated pz_frontier
