Completed Unlimited Hype for Jump servers

The title says all, i saw in the jumpacademy.tf servers that Scout's Soda Popper have unlimited hype (it starts at 100% too), making it possible to play in many of the levels as Scout with a Boston Basher, i definitely think it should be added to Blackwonder servers too.

I've made a Infinite Hype plugin, but didn't tested it, hope it works.

Welp, i tested my own Infinite Hype plugin and found out that it wasn't working, so i rewrote it and tested, it's working now, but as it is in Beta, it probably have some bugs.
PS: It also affects Baby Face's Blaster making it's Boost infinite too.

Yes, like in jumpacademy.tf, where scout has 100% hype from start too, it should be added.

This was done by addition of the jump academy plugin, but I think the soda popper does not behave the same way it used to
