Resolved Unable to send chat messages and nominate maps on Deathrun #2.

I've recently encountered two problems while playing on the Deathrun #2 server.

1) The chat seems to break for seemingly no reason and stay broken for some time. This bug prevents chat messages from showing, !sound and other commands still work fine. When looking at TFStats, the messages are still registered, just not displayed.
When this first happened, I think others were able to chat. I fixed the problem by rejoining. Yesterday, however, the chat appeared to have been broken for everyone. Rejoining did not fix the issue. I am certain this was not caused by lag.

2) The !nominate command seems to break randomly as well. Any map I tried to nominate was "already nominated", despite the !nominate menu saying otherwise.
The problem seems to fix itself just as randomly as it appears.

try putting in to console: "hud_saytext_time 0?", if yes put "hud_saytext_time 20"

the same bug happened for me and this command fixed it. i dont know if i had to restart my game but id be safe and do so.
