Answered Shields on JB

So I just had a question about the shields for demoman in jailbreak. It's kind of an issue on BLU and not on RED. The thing is, is that the BLU side will get their shields removed but they can slay themselves just to get a new one, but reds cannot do this at all. So I'm wondering if the BLU's are supposed to have shields, or if they aren't supposed to have shields at all, and it is just a glitch that has yet to be fixed.

Only the tide turner is taken 100%, charge n targe isn't taken like 50% of the time

(I know that this thread has been answered and should be marked as so but I think here is a good place to ask)
Is there any reason specifically why some shields are taken away sometimes?

the problem with them being removed is probably something to do with the coding. as to why it's only taken sometimes, that's most likely something to do with the factors of somethings not being allowed or because of some other factors related to limiting weapons
