Assuming the warden says that afk taunts are allowed I personally think that they are not KOs.
The "No lethal taunts" rule was to avoid people trying to POW somebody only to miss, be killed, and cry freekill.
The difference here is that you have to interact with the person doing RPS for it to be lethal, and at that point it's their own fault. It has 0 chance of killing if you do not interact with it.
If a warden kills you for doing RPS then they are just a bloodthirsty warden who is not good enough at the actual game to kill people who are fighting back.

No, it isn't. If a BLU accepts it, then they're baiting. If they lose, boo hoo. If they win, it's a freekill.
