What rules has the reported player broken?: Both have violated the rules of no mic spam, with one (eagle) whistling even when asking to stop once, and then telling him that he is going to be reported if he doesn't stop, but he continued, and the other one (Owl) started snorting, and I also asked him to stop and said that he will get reported, but he continued as well.

I found it interesting that you chose not to report the LR denial that impacted owl.

And I didnt really see where anyone "asked them to stop". I saw where you warned them, about making a report. Semantic, perhaps...
