Spawn camping is either going inside the spawn and killing people or you not being able to leave spawn because you constantly get murdered. With the evidence that you provided, the first one is impossible and the second is very unlikely, since you're a scout and he is a sniper.
Shooting occasionally inside the spawn is not forbidden since there could be sentries there or soldiers shooting at the last point etc.

Because of these reasons I'm declining this.
