He already got told not to do that like 2 weeks ago by me and an admin.

Talked with him, warned him "again" then. Demoting someone for using !colorize on others would be a big overkill, or dunno what you expected.

Considering colourise is not game-affecting in any way, I don't see this being a problem. Donators can't resize others anyway. The resizemyX commands are client targeted and limited in use anyway.

The admin that warned White Wolf said he needs permission to do that. Even admins need permission to resize.
