I don't think that any of the admins will be able to punish the player without a STEAM ID. EVERY steam profile has a steam ID, even if they have their profile set as private.

I'd recommend you to use www.steamrep.com if you'd find the acused person's steam profile.

SteamID isn't the same as a steam profile, you can get the ID by typing "status" in console, while both you and him are on the server
