Is the fact that he was in the vent not enough to warrant any action? I thought blues were not allowed to enter rebel spots period, and the vent most certainly is one.

Well you thought wrong. Blues can't remain in rebel areas for prolonged periods, but they can go through them to hunt for/kill rebels as long as they aren't one-time use secrets.
