Cellwars can be done as much times in a row so long as there are four or less blues.
Cell wars was done with two blues and from what I understand is not considered a minigame.
I did do sweeper all day.

You did do sweeper right after, but you did not do it all day since the first thing you did was illegal cell wars.

This is incorrect. Cell wars is a minigame, and has the same limitations as other minigames, meaning it cannot be played more than 3 times in a row.

In this case, doing cell wars is denying the LR as it is possible to do sweeper instantly once the round has started.
