Trying not to sound harsh but If you've played Uber Upgrade for more than 1 hour in total, you'll know that it's actually just a regular feature to the game mode that everyone is allowed / actually supposed to use. Armor-piercing is just another damage multiplier just like the regular damage upgrade you directly have on the "damage upgrades" menu for your weapon. Same thing goes for tweaks that optimize fire-rate and building health if you're engie.
Also if you were wondering how he has such a high amount of AP:
1. It's based on how much money he's got / what he can afford to get (and from looking at the level everyone is at in the chat, I can safely assume everyone is in the multi-million-dollar ballpark witch is late game for UU meaning anyone can afford just about anything)
2. This should be common knowledge but you can remove the downgrades from the special tweaks you get in the downgrades menu and can just get the same special tweak over and over again if you can afford to remove the downgrades in the first place.
So no, special tweaks do not equal exploits and this is just silly.

If you don't understand something about the gamemode, you should ask the right people that do understand the gamemode. (Like me or any other server regular)
