What is the reason of the report? In the demo named hopsniper, Mudjay chat spammed at 0-2k.

In the demo named aftermudjay:

Mudjay and slaughter were mic spamming in the beginning.
a wild pootis was mic spamming and overtalking the warden at the start of the round.

I was told you can't do theater with 2 guards or less, also that a tie means a pass. The guard was speaking out about the warden's unusual actions taken during Theater, but we can't see what they voted.
Warden was Slaughter. Also, Mudjay sort of freekilled(after LR was chosen).

This is some more evidence of a different round of The Man Behind The Slaughter rule-breaking.

First of all, I don't believe you can restrict player movement of an area for the entire hunger games. He pardoned a pyro, warden's excuse was that he was chasing a demo that was going into medic. He stopped hunger games with 2 people left and just did first to jump gets LR.
