No worries! While I couldn't provide the evidence from chat that was before the new map, I can say that there was still player harassment and spam, included with false information on different players and toward himself.

It would really help us if you have some evidence and his steam ID, because without it is very difficult to do anything aginst it.

First of all, nice art in your signature (I assume it's yours obviously). Simplistic and well structured in my eyes, but I just love a lot of art.
Secondly, welcome to the community, as Lucas said. Reports do require a Steam ID and screenshot/.dem recording of the reported individual as going off of just "trust me, he did [punishable action]" would result in possibly an innocent individual or the completely wrong person with the same Steam name.
The least you could do was tell us the accused's name so admins can look in HLstats and find their chat logs if it wasn't vocal chatter.

Actually this post is actually a comment he made on my report to Mrs Iz Kadra, the report was resolved and he was punished, I have no idea how did this comment turn into a whole thread
