I see no indication of cheats, based off of the demos.

Then you didn't watch them right. Clearly you can see them enemies take damage, prior to their crosshair being on them, or even in the general location of them, it is only after they die do they snap. Demo #2 you can see them snapping to people

If he is cheating, these clips don't show it. The only remotely suspicious thing in either of them was him pre revving the huntsman sniper coming out of spawn in the first demo, but he could have simply heard the spawn doors open. Next time stay in first person spectate when trying to submit evidence on a cheater, third person doesn't really show enough.

Watch in a slowed version and watch the dmg to aim

Slowing down demos also misrepresents what's actually going on with someone's aim, it'll produce snaps that aren't actually there among other issues.
