What rules has the reported player broken?
Killing a player because he apprenetly "dont like him" and not doing TF2 Related questions in Jeopardy. Also, whne the video ends you can hear that he says the N Word. He's been saying the n Word a couple of times and also ofc freekilled.

The important parts are in the beginning and 1:12 you can see him playing Jeopardy with 8 people which is not allowed. And ofc at the end he says the N Word.

[Overkill]

I got on the server at the end of the video. This guy was definitely trolling + mass freekilling. He did jeopardy with 8 people, hard questions, and then killed reds for no reasons or because people back-talked him. He was using an auto tune in his voice which is also a no no. Also Rasicm. When I banned his friend he also fled. Going with 2 week ban + his friend Dunglowski is also 2 week banned for other reasons:
