What is the reason of the report? Ilegal Scripts to control his lag (he IS laggin for our but he could plays like not) sometimes he turn off that script

To clarify, this user has only "lagged" when he was either in close proximity of Hale, or was Hale himself. After this was mentioned a couple of times, he magically started lagging consistently.

Also, the lag seemed a bit too consistent, teleporting at regular intervals, but I don't know enough about TF2's netcode to say anything definitive about that.
