1st; Delaying in VSH gamemode (By unnecessary camping over multiple rounds)

This is my 2nd time reporting him for this.

If you would look in the chat history you could find that I asked him to stop, he refused and I told him I will report him again, he then said that he'd not care....
I know without proof you cannot trust me but lately he was very malicious, teletrapping players and griefing engis, but if possible I'd propose prolonged punishment.

he wasnt delaying that long (both demos are less than a minute in length) and hale can just cap so i see no need for punishment for either of those two demos and telefragging much to my annoyance when it happens is not against the rules.
