You did not provide lawn mower's ID. No worries, I fetched it from tfstats, but please remember to check that all the ID's are listed before submitting a report next time, thanks.
As for the report itself, Jared will not be punished. He was not impersonating warden in the first instance, he was clarifying to the reds he murdered why they were KoS (Days were still active). The freekill accusations are also incorrect, the first kill he even explained himself. The red was attacking his comrades instead of going to the line and was thus KoS for delaying. As for the second kill, you are permitted to kill reds during humiliation mode whether they have rebelled or not, they just cannot be killed up until that point.
