I don't see any rule-break here. He was gagged was for inappropriate language/insulting before.

aswell as spamming but understandable, i doubted that it actually went through, i only placed the report because of him being extremely toxic literally the day he gets ungagged.
but wait, if "insulting" is a rule breaker, then you should check his logs and you'll see what I mean.
