If you can't take multiple people at their word because you think there's a 'malicious' effort to antagonize a racist asshole then I'm just gonna assume you're defending him.
I have personally encountered a whole server organizing a coordinated lie campaign to get a legitimate player punished, just because they didn't like him. This happened twice so far, luckily I was already in the server and witnessed it go down. Besides that, this turns it into a "he said she said" argument. If you want examples, there are plenty on the internet where people were incorrectly charged with crimes because the witnesses were either lying or had mistaken what had happened.
Why even play devils advocate like he might be innocent when he was toxic to MULTIPLE people?

This is not a job, we're unpaid volunteers.
We are not defending him. If anyone were reported without evidence, it'd be declined. This is not favoritism, it's policy to ensure we're as neutral and fair at punishing players as we can.
How would you react if a whole server claimed you were constantly freekilling, and we punished you although there was no evidence, and you did nothing wrong? Because this type of situation is not as uncommon as you might think.
Pretty ridiculous to assume people are gonna go recording their TF2 games looking for abuse
There are tools that record gameplay in the background, it doesn't take too much effort. And I promise you, a lot of players would suddenly decide to start recording if we flipped the policy from "innocent until proven guilty" to "guilty until proven innocent".
