I know this sounds stupid, but I feel he is ruining the gameplay. 3/4 of the time he will go sniper and spawncamp the opposing team from the tower which makes the game basically unplayable when he is around. I would request a punishment for him, so that he learns to play fair

There isn't any rules against playing sniper and beating the enemy, but on DM servers there is a rule against spawncamping. If he's playing on the DM servers he can get punished by spawncamping the enemy team.
