Closing this for two reasons.
1. There's no evidence that he was attempting to scam you. He didn't pull any "trusted friend" BS or any stupid parlor tricks. No way to tell unless you check his rep.tf and he's already marked or reported, it could be possible he genuinely wanted to make a cash offer on your hat. Hell, I've sold plenty of keys for PP before, just check my trust thread.
2. This didn't happen on a blw.tf server, it's out of our jurisdiction. It wouldn't make sense to punish someone for something that didn't happen on our servers.

If you do happen to gather valid evidence, report him @ steamrep.com or https://forums.f-o-g.eu/ . They are two completely legitimate fraud prevention sites with a very qualified staff team.
