Tick 3000 onward
At tick 3250 a blu sniper is seen in the distance, despite two teammates walking in front of his sightline and blocking the view is able to score the kill
It can be seen at 4650 that the player is actively playing in third person as the red dot where the bullet will land is way below where the crosshair and scope are lined to, an issue known with third person in tf2 where your scope will never meet the real end of the bullet you will shoot
at 4920 just another kill, no thoughts on this and i leave it up to staff to review
at 5650 when playing the demo at 10% speed it becomes clear that his aim snaps and locks into the heavy, as the crosshair perfeclty tracks the head hitbox instead of aiming for the visible head of the model

player never uses any command such as /fp or /tp so it is unclear if he was in third person throughout the entire demo unless theres a way to see if he used sm_thirdperson / sm_firstperson through console
