This user joined the server and started impersonating my friend

Also, he is hacking on the server and pretending that he is an alt of my friends account and trying to get him banned from the server/VAC banned.

He tried calladmin'ing my friend saying he's hacking and is also being ironically salty in the chat

I don't believe there is a rule about impersonation and there is no evidence of them hacking.
