What is the accused persons SteamID? STEAM_0:0:160266278 and (cant find id for the blank guy)

What rules has the reported player broken? The guy was spamming and after I told him to stop, he started being homophobic and insulted me.

The second guy started spamming after I told the first guy to stop.
