remove the shock muffle voicefx

it is a high pitched ringing that happens when you talk and you can make it longer by using mypitch
it is the most annoying sound and it hurts your ears a lot and needs to be taken off of the voicefx list

sm_togglesfx stops you from hearing anyone's altered voicefx/mypitch sounds.
