Remove the ability to cap on koth_harvestalpine!

Title says all. It makes no sense to have it unlocked for a casual, PUG server. Carts are disabled on hightower, so why isn't the point locked here?

I believe he is talking about US | Harvest 24/7 That is the only harvest and koth server.
