when ever i see someone breaking a rule on blw i go on stats type there name and its say no record found someone help

Yes, type it into console.

It should look something like this.
# userid name uniqueid connected ping loss state
# 6 "Blizz" [U:1:109832964] 00:57 133 0 active

You can put the uniqueid [shown as U:] in uniqueID into a STEAM: Translator and get their STEAM: ID for the report.
