PowerPlay tweak

For all the great benefits this elusive roll provides, it is laughably easy to counter with the Holiday Punch (no pun intended). To feel like a god only to begin guffawing because some dumbass ran up to you with the funny gloves feels counterintuitive to the roll's express purpose. I suggest, if possible, nullifying the HP's laughter-inducement while in the PowerPlay state.

It's funny. Powerplay is the RTD that everybody seems to have a problem with. They complain that it's too strong, it lasts too long, it single handedly turns the tide of a round, etc.

This is the first one I've ever seen complaining about it being too weak.
