Greetings. It's been about like three weeks which I had a high latency in BR (Deathrun, Vsh) servers (about 150+ ms). Time ago (like in march), I had about 100~120, which is playable for me.
I changed of network provider, which it decreased latency on US servers, but increased BR servers and I don't know why.

I don't know why it happens. Is it a server issue or it's only me?

Network providers have control over how your traffic is routed to find it's destination. Some network providers have better routing than other for different cases. We sadly don't have any control over this. The one thing that you could potentially do is send a traceroute from before and after to your provider. This would allow them to see where their routing is being ineffective. However usually ISPs don't really care about having best routing, but it could be worth a shot.
