Well, I guess it's kind of like when a blue jumps in/enters a red side minigame, they're allowed to hit and kill the baiter even if the warden has said afk freeze. At least thats how it usually goes. On the other hand you could look at it in this way, when there is a mass freekiller, the reds aren't allowed to run away unless the warden says so, if they do they are kos, since you can't pardon anymore. I'm actually not sure now, since the reds always have to follow wardens orders, but if a blue gets into a reds melee range the red is always allowed to hit them. :unsure:

no the red would not be kos if they turned to hit a baiter, a red can disregard an order to hit a baiter. in your example if they were told to face cells ( i presume on a line) and they see the baiter in third person mode, they can turn around and hit the baiter, once the baiter is dead or out of range whichever happens first they must turn back around, (this is presuming they are meant to be afk frozen, if for example they dont have to be afk frozen they just cant chase the baiter however if they're in a cell and it's lava day they can chase the baiter within their cell but once the baiter is outside they must go back to complying with the order here are some examples.

A red can disregard any order in the cells IE lava day or hugging/facing back cell wall to attack the baiter, once baiter is out of cell they must return to being compliant with the order
If they are behind you then you may turn to hit, if infront then you may swing melee, if you dont need to be afk frozen then you can hit them anyway so long as you dont chase off the line
If a blue is in the red side of a minigame the reds are allowed to kill them regardless of if they'd be backtracking/not frozen etc so long as they return to the where they are taking part in the minigame once baiter leaves/is dead, (doesnt happen often unless the reds get told/notice the blue)
If a blue/red gets in a enemy teams melee range on purpose that can be considered baiting and you can be killed, best be careful that the player isn't going to kill you before getting in their range to be friendly. to further stop confusion, i'd say the person to first make the move towards being inside the melee range is the baiter and becomes KOS when within the melee range. once they leave that melee range if it's a freeday for all then they are no longer kos.
If you continually harass blues by getting in their melee range that is force bait and you are slayable
If it is not a freeday for all (a normal round) and the red force baits a guard without hitting them they become KOS anyway and blues can kill them (carefully please)

You should be fine turning around to hit a baiter, just turn back to face the cells after they are out of range
