Closed jailbreak rule

can we add a rule that specifically says. GUARDS can not use a flamerthrower to decide what melee range is. as every time its a free day. a few guards decide to go pyro and use the flamethrowwer to decide this is my melee range. they also say dont go in it and then burn people who even walk past. which leads to many people dying and the guards just making that a rule even if the wardens dead or hasnt said so.

but not specifically said which is why they are doing it. they also block the door ways to mini games or out of cells just to be able to attack people because its their melee range
