Which map is the suggestion about? ba_sincinatti_v3

What gamemode is this map for? jailbreak

What is supposed to happen to the map? Add

Why do you want this map change? there is not much pics for this, but classic map, i dont really remember it but it was vertical, same creator that made balloon race, jb_hopjb_v12, and jailfort, and its pretty unique

Sincinatti's fundamental issue is having too many paths.
In twenty seconds, the stairs can take you to either the fourth floor of the cells building or to the second floor of the middle building, along with other places.
Then, TF2's fall damage system allows you to jump from the top floor to either any other floor or all the way to the ground and still have most of your health.
This non-linear design makes it difficult to predict a player's location and only leads to round delay.

Appearance is another major issue as well.
There is nothing visually different between the first, second, third, or top floor.
This gives the map the feeling of a maze as there are no landmarks to help with positioning.

Lastly are all the small issues that add up.
The notable ones are the non-functional crush game and deathrun, difficulty in reaching ammo, and the use of only two cells.

For comparison, the only other map to implement verticality is Cargo, which avoids most of Sincinatti's issues but suffers from having too much floor area.

Imo these issues aren't caused by an overabundance of paths, but rather a lack of good ones. Unless you step off the roof or can explosive jump, quickly transitioning between specific floors is usually quite difficult. Adding a few jump or teleport pads and reworking the existing staircases a bit would go a long way to alleviating the map's feel of being too cramped and too large at the same time.

DR doesn't surprise me, but since when did Crush Game have issues? It's always worked fine for me :/
