Resolved It still says I am banned

Due to you reconnecting with a separate account at the same IP, it still bans the new account even though it was unbanned. It'd be best to wait until the other account was unbanned and then unban you so you don't have to suffer an extra week.

i've removed the Ip adress from your brothers account and stuck it on steamid and i've removed it off yours so it should in theory work now, if not then i dunno
