This isn't in the rules and some players are saying if a red asks for an explanation of the minigame then the warden must explain, is this true? if so, why is it not in the rules?

it's like first reaction/last reaction, warden (if he has a heart and an iq ≥ 6) will explain the rules. same with jeopardy. warden has to set his rules, or it will default to the server rules

The game should be explained if a red asks or if the game has a variable ruleset. A warden can refrain from explaining any game that gives the players a popup box explaining how to play on activation.

Pretty much this. Although, some basic and universal games like death run and obstacle course shouldn't really need to be explained. It's just a courtesy for those.
