Is It Possible To IP Ban A Player That is Toxic to the Community, Like For Example: https://blackwonder.tf/threads/report-against-manocean-sgjb.23648/ ? This guy keeps coming back with more and more alt accounts and it keeps getting kinda annoying.

Pure IP bans are less effective than steam id bans, as spoofing your IP address is easier than making a new Steam account.

You can't "disable" vpns. thats not how it works. You can try to parse IPs from VPN providers and put them on a blacklist, which would be counterproductive as it will kill off a large playerbase just because of one toxic individual.
