I've heard a lot of people say that aiming in with a sniper is baiting but I've also heard that it isn't.

Revving up a minigun at RED's and being scoped in as a Sniper at RED's with no valid reason is what I see as baiting (i.e. aiming into a group as a BLU trying to kill a rebeller is fair game. Doing it to scare them is not).
