How on earth do people get strange killstreak items?

I play two cities a lot recently, and was wondering, how the heck do people get strange killstreak items? Do I apply the kit to an already strange weapon? I'm really curious.

Yeah, that's exactly right. A killstreak scattergun kit, for example, can be applied on any grade of scattergun.
